It seems I've been too quick with my reply. What I written above is only for older releases (up to TM 9.0).
TM 9.1 and 9.2 are based on WD 7.40, and in these releases the FPM team implemented the feature 
.
So, if your release is 9.1/9.2, then you must start the planning cockpit in admin mode. You'll notice a yellow bar on top of page with text "Customizing mode". Then you can create table views for all cockpit lists - these views are valid for all users and can be attached in the definition of cockpit layouts. When you create such a view, you'll be prompted for an optional transport request with which these views can be transported.
To start the cockpit in admin mode there are two ways:
- run cockpit in browser and add parameter &sap-config-mode=X to the URL
- locate and open the WD application /SCMTMS/PLN (e.g. using SE84) and then use the menu path Web Dynpro Application > Test > In Browser (admin mode).
