As peter said Not sure about your logic to display the True values in Radio Button. More over in Radio Button you can select only one item at a time. If still you need to display based upon your requirement.
My Question all above the Impact - xxx(country's) are static or dynamic. If its very less and static, in this case i will suggest you to create three radio button and write a formula below the destination cell as =IF(G12="TRUE",1,0) for DV, for more info look into the attached xlf in text file format.
